There is no built-in capability to allowing the user to create custom reports. However, PR-Tracker uses Microsoft Access 97 (for version 4.5 or earlier) or Access 2000 (for version 5.0 or later) formatted database files to store problem data. So if you need to make custom reports, you can use Microsoft Access or Crystal Reports to make them. If you use Crystal Reports, your custom reports now can be displayed using RunReport.EXE shipped with PR-Tracker 4.4 or later.
